    seldo the alternative (which he didn't really get into) would be a massive wealth tax on the perpetrators combined with some kind of government takeover of controlling shares in the companies involved

      seldo (the idea being that, when the banks get back on their feet, their profits would go to the public rather than directly to the rich assholes who got us into the mess in the first place)
